Summary

Partial unit testing of this feature without BGC has been completed.  Verification in point simulations was performed.

A unit test (ERS.f19_g16.I1850CLM45.clm-vst) was already added to the e3sm_land_developer suite with variable soil thickness without BGC with the original implementation of variable soil thickness without BGC.  The additional code for including variable soil thickness with BGC passes this test.

A test should be added to test the new code with BGC.
