A python package that creates and deploys conda and spack environments on E3SM-supported machines for E3SM-supported software, including Compass, Polaris, and E3SM-Unified.

Requirement:
Install mache from either conda-forge or a user-specified branch. (this is what the polaris configure script does, but mache can’t install itself. I have this step here until we figure out where it goes. Also does “install miniforge” go here as well?)
Setup a conda environment to install the software. (e.g., polaris)
Build a spack environment. (not sure how to expand on this yet)
Write a load script for loading the environment.
